I suppose the easiest way to get around this test is to not drop out in the fifth grade.
I figured it was something to do with grammar, "a" denotes the number of lines to draw.
I think they want you to draw a line around the "1.".

The literacy requirement was to filter out slaves and their children, grandchildren and anyone related to them. This would have worked due to the slaves and their childrens' lack of access to education. The strange wording was for those black people with enough education to be able to read.
Poor whites could be caught in this, but iirc there were grandfather clauses that most white people could take advantage of to ignore these bullshit tests.
Btw, a single wrong answer, anywhere and for any reason, was enough to disqualify you from voting. Plus, the testers were biased. Even if you got everything right, if your skin was the wrong color, into the bin your paper goes.
