A badly designed small shell is the worst.
They tend to nest and stack together while boiling and the cooking ends up horribly uneven.
If you use shells I advise cooking in sauce and never hard boiling.

Penne is fine if you match it to an appropriate type of sauce. Also the worst type of pasta is overcooked spaghetti.

Google or a good Italian cookbook will explain what sauces to use for a given shape of pasta. A good rule of thumb is to ignore any source that recommends spaghetti with bolognese or ragu.
