They can't. HEEB has a stranglehold. They contribute a lot to the community and are well connected. Mr. Butt actually is a nice guy who cares about education.
It's a shame because they don't have much of a selection since they fill their shelves with Hill Country Fare products.

You're doing it wrong, bro. Produce, meat, and fish is where it's at.
There are 3 HEBs in my town and their selection varies quite a bit. One of them has a massive selection of frozen food but otherwise is unremarkable.
The 2nd has a god-tier deli and cheese section, and the produce department is fucking amazing.
3rd one has a mediocre cheese section but the produce is even better than #2, and their butcher/seafood counter is fucking amazing.

Believe me, there's an HEB Plus in the next town that I visit when it's time to go hard. But even that store doesn't carry Del Dixie pickles. They have a bunch of different HCF pickles, which are all shit.
