The ISS has not had to land or take off at any time during those two decades.

ISS doesn't launch from earth nor does it come back down

Because was meant to be a compromise that should carry NASA through a decade or so of public and political disfavor for spaceflight after Apollo. It just happened that the golden age never came back and things got rusty.
