i like to fill my cup of noodles with a little layer of dry noodle on top and you can still visibly see the powder and dry vegetables ontop which got splashed with water so now they are soaked into the dry noodle top layer and i let it sit there for 30 seconds so i can enjoy some half cooked ramen

Since, we are on the topic of noodles. I'm making my own ramen, is it fine to use the boiling water used to boil the ramen as the soup base? It seems like you have to make the soup and boil the noodle separately before adding them together.
