It should be remembered that he isn't trying to expound the system to anyone in his writings. A base understanding of stoic ethics is required to appreciate meditations precisely because he's only musing on it and indirectly showing us his particular conception of it. He doesn't have to explain the underlying structure or develop it because he's not writing to anyone other than himself.

Where would one acquire a base understanding of stoic ethics?

it seems fairly obvious that he has overcome issues with which he used to struggle, thereby qualifying for the title of having "sorted oneself out"

Meditations is less a manual of Stoic philosophy and more an example of how a student of philosophy uses it to guide his life.
