I'm in a grad program dealing with educational policy, and almost the entirety of scholarship in the area is researchers attempting to explain how the test gap/intelligence gap/achievement gap/economic gap between blacks and whites has nothing to do with innate intelligence. We're talking about entire libraries of written material trying to distract away what is one huge confounding variable that affects all these things: black people are just dumber than whites, asians, and latinos, and no amount of obfuscation is ever going to undo that.

To be fair, you can't have perfect knowledge unless the conditions are perfect.

E.g you would have to have to do some kind of society level Rawlsian experiment to actually know whether IQ has that much of an impact.

can you define "intelligence"? IQ varies greatly across socio-economic class, it's an imprecise measure of what education and a stimulating childhood is able to produce when it comes to problem solving at best.

If you accept the fact that it is an imprecise measurement then you accept the fact that the conclusions drawn from that measurment will be as imprecise or more so. The % of an IQ score not made up by hereditary intelligence (whatever that is, we defined the concept) must be made up by other, environmental factors.

The diabetes example is actually a good one, since according to your logic we should disregard environmental factors that cause it:
- x% of the population gets diabetes. There is a hereditary component to diabetes.
- "LET'S MAKE SURE IT DOESN'T SPREAD, LOOK AT MY BELL CURVE" you say.
- The rest of the world says "maybe we should change the factors that make people sick"

Experiments have been made where participants are reminded of a stereotype before taking a test of some sort, and the group reminded of the stereotype performs worse than the one that isn't. This is true only for the ones that is the target of the stereotype, the ones unaffected by stereotype performs even better).

Further on, one could argue that the stimulating upbringing that is key for developing high IQ (up to 15 points according to twin studies) is harmed by racism, percieved inequality in society and so on. There are a multitude of factors that can't be excluded
