Yes, it comes from very old Buddhist scriptures that speak of a land or area that is very conducive to reaching enlightenment, that has some sort of resonance about it that people who go there to meditate etc will have an easier time reaching it than somewhere else.

The concept comes from Shambhala, which is what I described. The actual term Shangri-la may have come from the author of Lost Horizen although he was just giving another name to a concept which long predated his book.
