It's a transcendent ideal, so an ideal that lies above the conditioned (physical) world. When a society is dedicated towards Justice, it becomes a conditioning ideal that shapes all the physical aspects of that society. The people who make up the society are literally transformed both in mind and body, and probably soul too, to become in line with the principle of justice. Justice is something that we feel inside us, like peace. There's two types of peace, profane peace (absence of war) and Inner peace. The inner peace is something that we experience inside ourselves, just like justice. When someone acts against justice, we can feel it inside us like a bad feeling (especially white people have this capacity because we are Hyperboreans, the descendants of people who arraigned their societies in accordance with justice).
