They have though.

Homicide rates in both these cities are half what they were a generation ago, and homicide is an excellent metric for crime.

Assault, rape, burglary are all crimes that can be reported inconsistently.

Murder has a clear definition, and the cops definitely want to know about it.

They have. New York and LA are about as safe as Paris and London respectively. Chicago is still in the double digits in terms of murder rates.

Chicago failed because it lacked the political will coming from the top to actually crack down on crime in problem neighborhoods and instead just patrol in the "safe" areas. Thus, you have whole sections of the city that are essentially run by gangs who regularly enact vigilante justice.

meanwhile drugs were all banned. so prices of drugs went up to reflect to risk in production and distribution.

The corruption tales there are astounding. Basically a meme at this point and still happens to day. They also have an off the books detention centre that people in there can't contact the outside world at all lol. If people died there you would have no idea I was talking about an American city and not some city in East Europe or Asia.
