Because they enjoy it. Windmill should not be giving you that much trouble. Go into Their Method on a couple of different difficulties, find one with zombies at the rank you need, and set the party finish rule to anyone. Boom, windmill is now easy as fuck.

Also Their Method seems super frustrating to group everything together for the "finish 4 enemies simultaneously" but I guess it's better than getting .5 exp at a time from metal skeletons.
