Brits were never formally an empire. They were a kingdom. They just happened to control a large part of the world with millions of people living thee of different cultures, ethnic ties, races, and backgrounds, so they were considered an empire by their contemporaries

Also, the Baltic sea was a useless sea anyway. Virtually all of Swedes export went through the Sound and other Danish waters, which is why Gothenburg has always been the most important harbor in Sweden, since you could import/export shit from there without paying toll in the Sound.
