If you're a norwegian; can only drive a norwegian-registered car in Norway. This applies also if you have a dual-citizenship with the country the car belongs to.

If you're an italian citizen temporarily living in Norway you can drive an italian-registered vehicle for two years. If you become a citizen of Norway then its illegal right away.

I like the current system in the US. If you choose a relevant, in demand degree and do well in college then you will have no problem finding a good job and paying off your tuition afterwards. If you choose a degree in a field with no job prospects then you fully deserve getting stuck with that mountain of debt after college when you can't find a well paying job.
