Exactly. ''Registration'' costs are called BPM (Tax on motor vehicles), which are calculated using CO2 emmissions.
You can - you just need a company in Belgium, or research some other tax loopholes.
Keep in mind that BTW is 0, and BPM basically halves when you're buying a second hand car. The older it gets, the less BPM you pay.
