foot archers in fortifications do a great job of fucking up horse archers.
Massed archers in general counter light cavalry so long as the cavalry cannot charge them.
Heavy cavalry more less so. Like, until the crossbow archers could do jack shit to heavy cavalry.

You can fuck the enemy ai by having them aggro to you and then running way behind your spearman, then they'll crash into your spearman and die. Or otherwise keep them distracted until your infantry gets in range.
But in real life yeah you need archers defensively and your own cavalry offensively to deal with horse archers.

don't listen to the retards telling you to engage with heavy cavalry, light cavalry will play games with them until they're killed to shit.
use terrain to your advantage, place your men in rivers and on top of hills. Anything to slow down their lancer charge. archers are good to have when they try their horse archers try their shit, since they can return fire well.
have your cavalry dismount. they are more useful as infantry. particularly needed for knights and mameluks.
your infantry must be closely packed and stationary. give them the command to close their formation further until they are shield to shield and at least to rows deep. have them protect your archers. they will be caught and hacked to pieces by your impossible to move men.
this was how steppenigs fought IRL, they used baiting tactics to draw out formations and exploit weaknesses. don't let them.

The way the Han dealt with the Xiongnu was a mix of
a) hire your own steppe light cavalry to run them down/drive them off
b) a LOT of crossbows, with the horses/chariots to transport the people shooting them
c) well-supplied outposts and supply depots that local garrisons can quickly take advantage of in their advance.
If all else fails you can always just marry one of your daughters to the strongest Chanyu and throw livestock at them until they fuck off.
