Weakening Serbs was necessary for the whole sordid project to even exist as long as it did. Serbs are the most numerous and militant nation of the ex-Yugoslav nations and without these policies would have tried to centralize in Belgrade even more than was the case at the time, as is proven by what historically happened after Tito's death.
Without this we either would have seen a dissolution far sooner or a Yugoslavia that was Greater Serbia in all but name.
