This. After VW got caught cheating their emissions testing a few months back they realized the fines they were going to have to pay cost more than their US operations bring in, in profit. Subsequently VW is now lobbying, Republicans to create a law making it so dealers and consumers can't sue VW. Those fuckers are probably going to pass it into law too.
