The U.S. already does something like this when it comes to taxis and police cars, a lot of states have laws that state that cars older than 10 model years cannot be used for either purpose. it's why Crown Vics which were once an NYC staple are nowhere to be seen today.

Driving, I live 15 minutes from Grand Central. If I decided to take the subway there it would take me 2 hours. The subway fucking sucks, that is on the days it decides to work. Some days there are so many problems that they take down sections of track and make people get off, to get on shuttle buses, to take them to the next operating station.
