We are talking about -consumer- cars.
These measures are enforced to protect the environment and advertised as such.
However, the mayor of Paris isn't doing it to actually protect the environment. I won't go into details but Anne Hidalgo only wants to please the left wing of the socialist party (greens).
Paris has a lot of industries with a big carbon footprint. Those are the one she should go after, but they make money.
