Aren't most fashion designers men? Also, isn't it more likely that the fashion industry, continuously looking for cheaper labor and raw materials, simply pushed skimpier outfits as a way to maximize profit? If you can convince someone to buy a skirt 1/8 the length of the average but for four times the price, that's a handy profit. It's not as if all clothes today are skimpy slips of nothing. It seems to me that the fashion industry just capitalized on their media power to open up a hundred niche markets for women who have been targeted for decades by marketing tying their relatively newfound financial and social independence with materialism.
Men, already financially and socially independent, were not as simple to court with prolific and varied fashions, and instead marketing became all about class and status. Rather than single out the male consumer as unique, his clothes and accessories were meant to identify him with his peers, real or imagined. In short, women's fashion was meant to compete with their peers while men's fashion was meant to identify with a peer group.
