You need to separate the ideals of Pan-Arabism/Arab Socialism that Nasser advocated for to gain popular support, and the reality of Nasser's rule and his attempts to unite the Arabs under one flag
Look at the 'United Arab Republic' with Syria - as points out, he had a tough time sharing power with the Syrians, causing unrest/disillusionment in that part of the republic and the eventual collapse of the whole plan
To 'control the world's oil flow', a Pan-Arab state would have to encompass the Gulf state. Considering their strong Western backing, and very tribal/monarchist disposition of its population, I doubt it would have done so. Much like Ba'athism or Arab Socialism never took off in the peninsula. Instead, these states would continue in their support of Islamism to undermine the Pan-Arab state. Which would not be hard considering the popularity of Islamism among rural and poor populations - Ba'athism was a hip urban thing
