Wtf why did the shields shrink so much? Low budget?

I always preferred pre-marian, so 2 or 3.

The first shrink (5ft to 3ft) was to make them portable by soldiers on march.
The second shrink (scutum to parma) was to make it usable in skirmish situationsand with spathas.

1-3 or 6-7. 4-5 is overdesigned bullshit.

The martial environment shifting more towards skirmishes than large battles, formation fighting less useful, emphasis on mobility, large shield doesn't help. Shift towards using spears and longer swords again, easier to do with a smaller shield. Some older scholars thought it might have been a budgetary or production issue but I don't really buy that.
