I want an older car, but I can't argue with how far engine technology has come within the past decade.

Isn't the K20 a high compression engine? If you stick a turbo on it don't you have to run 100 octane e85?

How reliable is the EJ turbo off the legacy (tbqh I don't trust Mitsubishi with anything)?

All depends on the vehicle.
A 400hp turbo 4 that has to rev to 8k will painful to drive in a 4,500 pound land yacht. You'll need torque to get off the line.

And again a 400hp big block in a civic is going to handle like shit because of weight distribution.

The jz is reliable, and fairly cheap to get t power from but it's heavy, man

Why not open with that? Stick to the rav 4 engine or any of the popular swaps for mr2's unless you have your own machine shop.
