Not everyone raids to get hard modes done. Some people are fine doing lfr. At least people in Heroic make more of an attempt at raiding than 95% of players.

Hides of Legend skinning quest to unlock rank 3 Stonehide Leather gathering. Requires you to go into Baradin Hold when your faction owns it, so you can skin one of the bosses in there. In the end he does what I suggested in the first place.
I've found that the only times you want to use it are:
1) As part of your pre-pull ritual.
2) During moments where a high amount of burst would do a lot of good.
It IS good damage, but I feel like it fucks up the rotation way too much because of it's cost. So it's only great for pre-pulls and important situations.
They killed server hopping when they made it to where you only hop when you're in the same zone as the person inviting. Technically I guess I could if I had a friend who was on a different server who actually owned it, but I don't, and I shouldn't need to do that in the first place for a Skinning quest.
