The bureacracy here is a holdover from the communist era. They force you to interact with and submit to gov't procedure in order to train you to accept big brother's hand all up in your shit.
But the incompetence and lack of accountability you experienced sounds familiar.
As far as coffee goes, that's like asking what type of coke you snorted in Colombia; it's ubiquitous and largely undifferentiated.
