If it was a manual, sure. Any Corvette is going to be fast and fun, and you know they'll maintain resale value based upon the name alone. Owning a Corvette is a milestone of life in American culture.

The base model is meant to be as cheap as possible.

Put lights in there requires, wire, bulbs, clear plastics.

You can use the same model to create a base model and a solid black cover.

It dosn't look to have fog lamps just blank covers.

It would still need side indicators to be legal in most of the world, so all those components would have to go somewhere else add in the design time and extra tooling costs and you have added a large cost.
