Yes. It only has to have a certain size of the cargo area or a certain ratio of cabin area to permanent cargo area (removable seats have to be removed permanently), I'm not entirely sure. This is for Germany. I've heard that in countries like the Netherlands or Norway it's even easier, and I've seen some cases in the Netherlands of people actually converting passenger vehicles to circumvent taxes.
