Aside from bronze, which is mostly very young children/disabled players/guuuurrrl gamurs, the lower ranks are basically indistinguishable from each other until around 3200~. I legitimately would not be able to tell the difference from a gold game and a low diamond game.

It's because 2900-3100 is the real hell hole of this game.
You have high plat faggots who are easily tilted as fuck because they're nearing the shiny rank of diamond. You also have tilted low diamonds who dropped out of diamond and are trying to get back to it.

Lucio is basically the antithesis of Mercy. He enables shit to happen and speeds your team through chokes while Mercy tries to stop anything from happening and resurrects anyone who dies.

Lucio was mandatory in proplay, but was never anywhere near 100% pickrate on the ladder, his pickrate was actually always lower than Mercy's.

Because Lucio is fundamentally kinda shit, but his utility for speedboost and AoE heal made him mandatory as the reserved utility pick at the literal highest echelons of the game. His damage is weak, he is forced to take an extremely offensive position as a healer, his HPS is literally so bad it's just for healing trash damage and his ult is the second worst of the supports (Valkyrie>>Trance-*Power gap*-EMP>Barrier>Nano)

Mercy on the other hand is objectively strong and also has rez on top of that and also can be 15m away from the teamfight and also has a 20s long, fast charging Transcendence/Supercharge with a range of 50m and also a high heal factor. Finally, on top of that she can be played equally well, on all SR levels and is by far the easiest hero in the game by the largest margin.

They said 'mobility (is somehow) a vital part of her kit', but immunity to being chased down/ a 50m range/ immunity to cc isn't mobility.
Hence we will get to see EVEN more whining when she get's nerfed again.

Yes, Lucio was mandatory in pro play, I literally said that in my post, but the majority of players aren't pros, they don't watch pro games, they play ladder. When pro play is fucked, literally no one cares, when ladder is fucked players actually experience it so they actually complain. Lucio(or any other character for that matter) has never come close to 100% pickrate at any rank on the ladder. Ana probably came the closest in GM during season 3, but was still nowhere near as omnipresent as Mercy, especially below GM.

Also, prerework mercy wasn't "only picked in bronze" she was still the most popular hero in every rank below grandmaster, and still extremely popular in GM.
