The Legion isn't gone 4ever, Lothraxion even mentions that he's gonna have to go out there and start whipping demon ass because a lot of those guys probably won't just give up. Plus Sargeras is technically just sealed away.
Orcs can't fuck off to Draenor, it's Outland now. And who wants to live there on purpose? If you mean alternate Draenor I assume it'd be weird if the orcs just moved to an alternate universe.

And as for the relevant Horde races, we're literally going to Zandalar, that's half the expansion right now. I don't know that doesn't make Trolls relevant. Plus they've confirmed they'll do some Vol'Jin plot stuff too. And Goblins are doing stuff with Azurite, which admittedly is less interesting.

Currently, hunters are pretty middle of the road. They're really simple though and bring an immunity to the raid, which is why they're still pretty decent as a part of your comp.
Balance is doing really well right now, probably the best its been this expac, though I think they still have problems legendaries being more important than other specs.
Mage is doing great, and one spec out of the three will always be doing well regardless.
They're viable, but the only "wanted" classes are ones with immunities or capable of doing soaks (rogues, mages, hunters). Everything else is down to skill
