Chii Lite doesn't install on Windows XP, which is what you seem to be using. The official website is wrong. Use AGTH or ITHVNR to hook games and (whatever engines work in) TA to translate them. If there's some garbage in the hooked text, TAHelper can clean up the clipboard for you.
And no, I don't think it gets any simpler than making a text hooker copy the text to the clipboard for TA to translate it.
VNR is dead by the way, don't bother with it.
