Makes sense from a usability point of view because it's in order of importance.

For example, if I tell you "it's January", you automatically can infer it's probably cold out, I've gone back to work, and my gym is full of nyrs.

If I tell you it's "31st", you could infer I might be paid soon, and may be paying my rent (mortgage, utilities, etc) soon. If I told you, it's the 21st, you pretty much just say "ok", but receive no additional contextual info.

inches to a foot - feet can be divided by halves, thirds, fourths, and sixths and get a whole number of inches. similar with oz/lb, you can easily convert by halves, fourths and eighths.
feet to a yard - that's just how many it takes to get a convenient longer unit i guess

year/month/day is better than day/month/year. but you usually don't care about the year for most schedules, so you omit it or leave it at the end
