to cover acne like that is medium to full coverage foundation, that's not tinted, tinted is really barely there won't cover anything
korean bb/cc creams tend to be a lot more like full coverage heavy foundations that make you shine like disco ball and full of fragrance
if you do just go with something that has spf like the balm shelter tinted cream

You should always moisturize daily after cleansing and exfoliating. Type of skin changes what product you should use, not whether you should do it.
