How do you go about fixing dry skin on beard and dandruff?

I've tried head and shoulder for years, it still didn't fix it.

Is it curable or is it really something genetic some people have and others don't?

I live in the North-Eastern part of Canada (usual weather in winter is -35 ~ -10 degrees (-22F to 14F))

I don't seem to get as much dry skin in summer (where it's usually 15 degrees to 30 degrees (59F to 86F))

I've tried everything..
Vineager, olive oil, head and shoulder, just water, hydrating myself more, nothing works.

I also get dried skin in my eyebrows and nose.

Never had dried skin on my upperlip/mustache area though.

Most of the commercial products have alcohol in them which dries out your face. It's fucking retarded, put on lotion with alcohol in it ruin your skin.
