I'd say that equipment, training (character level?) and size are more important than either, and that all martial artists train Dex and Str at the same time anyway.
If you want to go to extremes (high dex calligrapher vs high str powerlifter), str has the advantage, but that's not the case you were looking for, is it?

When going to play as an archer/explorer/thief go for dextery, as an elf go for dextery too but leave enough points for wisdom and so.

As a warrior/barbarian spend your points on strength and of course hp. Also paladins and clerics, but keep in mind you'll be using a fair amount of magic.

If you are beta enough to play as a mage/wizard those both stats are quite useless, go for wisdom or whatever you need to cast spergy spells.

make sure to talk with the game master before tho, depending on what type of game he'll be running you may want to change things a bit.

Strength is easly trainable by taking the Helicopter to A7 next to Omerta and going to A8, while carrying 150+% load.

Dexterity is only trainable by punching cows or tanks - that's either limited by cow HP or late game.

Hence: dexterity is more important, because you can't increase it as easy.

Same thing for real life - if you're an awkward, goofy faggot, then you're fucked.
If you're weak, you can always get stronger.
