They were talking about contraction at rest. Like full rest, as in next day rest. Pump only last an hour or so max

Muscle tone is just the degree of leaness and density of the tissue, what they are describing is a pump.

A muscle can't be contracting when it's at rest, that's an oxymoron. The percieved increase in tone in the days after a workout is just inflammation.

Muscle tone in this sense is as described in the OP, just a residual amount of contraction in muscles, preventing people from going full ragdoll when they relax.

Not the same as meme buzzword used in situations like:

A pump on the other hand isn't the contraction, so much as increased bloodflow to recently exerted muscles.
