You had no one to blame but yourself, you should have started training when you first applied. It's not even a lot to ask, a level 9 on a beep test is the bare minimum that a healthy adult should be able to do, never mind the police, you should be worried about your health you fucking slug!
Just count yourself lucky, any other country would also make you run an obstacle course and do pull ups, which I'm sure is far beyond your capabilities, not to mention the interview and educational requirements that are designed specifically to route out speds like you.
