Any goal you deem worthy, is goal worthy. They're your goals, even if they're shitty. You also have to take into account that you can't have the goal of looking like someone else. You're always going to look like you. Whether it's a muscular you, or a fat you.

Under clothing, it's hard to tell. Those legs don't seem lean. Obviously squats (front and back) will grow your thighs. Perhaps you can try abductor exorcises. I know nothing about those.
