When someone says hanging leg raises, do they mean straight leg raises to the bar or putting a dumbbell under your feet and raising your legs?
I use a dumbbell at 50 pounds and just say hanging leg raises.

how do you make them not to fall? I tried but it's a bit clumsy

I'm fortunate that the gyms I go to while at home and at college aren't made of that slippery material; rather, they're made of that harder rubber stuff. I don't know, it's hard to describe how they feel. Anyways, I just place it underneath my feet and blast off. I normally have my feet/toes pointed up a bit. It's a good core exercise just trying to hold the weight like that.

I do weighted dips (usually angled for chest) with 45 pounds, but I can only do bodyweight dips like that if I do them at the end of my chest day.

I feel like I either have to do them as the first exercise or stick them at the start of leg day or something to maximize their effectiveness.

Then do them after your main compound lift. I'm doing 65 pounds plus bodyweight after bench press and OHP. You should do the compounds first, including dips and the like, before isolation exercises.
