For starters, strength and mass is mostly about the same fibre types - type 2/fast twitch.

I did a program a while back that had me doing the same full body workout (about 11 exercises including deadlifts and squats) 3 days a week at: 3x15 for 1 week, 3x10 for 1 week, and 3x5 for the third week with a week off before starting over at 3x15 ect. I got the most "ripped" I ever have in my life, but my strength gains went infinitely negligible.

The 3x15 weeks almost gave me literal heart attacks. I've reduced this to the same full-body workout but at 3x8 and have regained strength progression with a nice continuation in mass retention. You have to remember, stuff works differently for everybody, and this works for me.

Yes, that is exactly what it was. I've been trying to remember for like a year. It's been almost 3 years since I did it, but I've adopted that style in my workouts recently since starting up again after a two year hiatus (broken ankle+torn ACL)

you grow by breakig muscles down and recover them with protien. if you cut in your muscle with a knife you basicaly broke down muscle. it will heal back and get a ''new'' layer muscle

This is kinda the basis of the Greyskull program. When you fail on a set of 5, you deload, which will enable you to do more reps. So it kinda forces you to do both.
