You obviously need to gain a lot of muscle and lose a lot of fat, but it looks like you have a decent frame

1. read the sticky
2. up your protein consumption (shoot for 0.7 grams of protein per pound bodyweight)
3. lower your calories, but don't crash diet. Google "TDEE calculator" to figure out how many calories to eat per day. Aim for 2lbs/week weight loss at first.
4. Do starting strength (also read the book by the same name)
5. Make sure you get adequate sleep (minimum of 7hrs/night)

In a year you can look WAY better than you do right now. But you probably won't, because you won't do what's necessary. It's your choice.
