That's average, not small, not big. I had 12'' arms when I was starting out, that's skelly mode, and some people have even smaller arms than that.

I think it's possible. My lifts are pretty much the same as his, and I have 14'' arms, but I'm also quite high in bodyfat (probably like 20%). If I dieted down, I wouldn't be surprised if my arms shrinked to 13''.
