Literally just lift a couple times a week and don't eat much. That's what I do and i have a similar body

The only thing you left out on upper body was back. Also his core is pretty solid. He just wasnt that big of a guy but yet when you dont lift he looks strong as fuck.

i've got a few black friends who don't do shit other than a few bball sessions here and there and basic daily work stress and walking around and they look like fuckin 2pac. it's genetics. but pac? just do some upper bw shit like three times a week and eat out a lot with your rap money and you got gains.
