When doing linear periodization, my lower weights are seeing rep PRs, but my higher weights aren't. I know my conditioning and rep strength needed work, so I kind of feel like that would have gone up regardless. Could the lack of top-end gains be caused by not enough volume in the low-end work?

Varies by lift, but around 60-70%. I've been doing Leemangramming to drive up my rep strength, and it's working, but I want more.
A 15RM at 60-65% doesn't really bring enough volume to the table. I'm just not sure how much more to add.
I'll probably try "three max sets" (or maybe two?) instead of "as many sets needed to get 15 reps".

See I'm not getting coaching from him, just to be clear. This is just his style of cookie cutter.

Start with a 15RM (he uses twenty, but that's a bit much for me). Add weight each week, doing as many sets as needed to get fifteen (twenty for him) reps. When you need more than three sets (four, if you're doing the 20RM), switch to a top set with two 5% back off sets.

Lots of high-rep sets, which is what I needed, and lots of pushing for reps, which is what I wanted. The low-end volume just isn't cutting it for actual strength gains, though.
