Depends. If you cut by cutting calories, ten yes you'll lose strength. Otherwise, if you eat above maintenance but do cardio to put you below, you can still make gains

It'll be slower, but look at real athlets like rowers. They all do tons of cardio, are lean AF, and are ripped.

Basically imagine it like this:

You normally have a TDEE of 2000

without cardio to get 200 deficit:
eat 1800 calories, now you only have 1800 cals to build muscle

With cardio to get 200 deficit
eat 2400 calories, burn 600 working out
300 of those 600 come from fat while you work out, the rest come from ingested nutrients
You now have 2100 calories to build muscle, at the same 200 cal deficit

I have cut 40 pounds and stopped making noob gains a lot quicker than normal but I've never stopped making progress other than dumb form mistakes. So yes.

I can confirm. I do about 500 kcal of exercise a day including HLM lifting routine, running, and hiking.

I still lose weight fast (about 2lb/week) and still go up every week. It's all about protein and *more* exercise.

A cycle can be relatively cheap, depending on the amount of drugs involved. PCT is the most expensive part, and not all need to run a PCT

Your body burns the fat to make up for the deficit. You're still getting the calories. They're just coming from stored fat rather than food.
