I have been training my neck everyday for about 6 months, before that I did nothing.
I of course train for size, but I've also found it to be quite fun.

I was cursed with a long neck, so it has always been thick as a pencil.
Before I started lifting, it was probably 13.5-14".
When I started training it directly it was just above 15" and is now 17".

I own a head harness, but haven't dared busting it out at the gym yet. It's useful, but it's not that useful. It's mostly effective for the back of your neck.

Anyway, if anybody is interested in copying me, I do 4 sets of shrugs at the end of all my gym sessions. Just accumulating some volume.

I do 1 set of all these exercises, and take them all to failure:
"Mike Tyson" neck bridges
Normal dynamic neck bridge
Static neck bridge

Neck plank
Dynamic neck plank (plant hands and rock front and back)
Neck plank on knees

"Headstand" (but with your feet planted relatively close to you). Rock between forehead and back of head, as much range of motion as possible.
"Headstand" (but with your feet planted relatively close to you). Rock head side to side, as much range of motion as possible.

For clarification, I do shrugs 4 times a week, the other exercises I do every single day.
You want to do them on something moderately soft that won't slip.

Oh, and further clarification. I don't believe you have to do this every day (obviously I haven't tried lower frequency though). I just chose to because I can and go insane without daily exercise.

You really don't see a noticeable difference between thin and thick necks? Ripped guys with pencil necks look hilarious. People with really thin necks definitely need to train them.

Ideally though, you really shouldn't care.
Your priorities shouldn't be pleasing others.

You provide no support for that claim.
Even if it's dangerous, I couldn't care a lot less about doing something marginally dangerous.

This is only uncommon in gyms, but really common in martial arts. They seem somewhat fine.

It's fun to look that way in my experience. If I grow tired of it I can just let my neck atrophy.
