Yes, 3pl8s is bery much still DYEL status in powerlifting levels.

Heck i'm at 4.5pl8s at 5'8 170lbs and I'm just starting to get out of DYEL status

lots of people never learn to do the lifts properly, they never learn to brace their core or positioning, so they get injured when they try to go heavy on squats or deads and never go heavy again.

Deadlifts are a great exercise if you want to have a strong back, but strong back doesn't equal huge back. Markus Ruehl never did Deadlifts once and has the biggest back in the bodybuilding scene. Of course, every oldschool bodybuilder (Reeves, Arni, Franco...) did them, but they were mostly half Powerlifters, you simply don't need them for back grow.
