Yes, the barbell looks sturdy so you can always buy/add extra weights. The dumbells look like babyweight, but you can buy new ones for like 30 bucks.

It's a decent bench, I have one of the kmart adjustables at home and it's not safe for anything over 50 desu, rocks like a bitch.
Even if the dumbells are rusty, you can pick up a pair of those dumbells you put plates on at k-mart (works fine) for cheap and use that. Aldi also sometimes has weight plates for cheap, so get those when you need more.
For a beginner setup, it's all you need really. Except you'll have jack squat for squats really, so consider that as well.
I'd say pay $120 at max, the rusty dumbells aren't worth much, the rusty barbell shouldn't be too bad if you've got a tetanus shot and a way to remove a big of rust on some parts, and the bench looks mad solid. Start at $100 and work from there

standard Benches can go for 50-100 with decline and holders ... until that comes along i'd suggest just use towels on the floor.
