Are there some good cardio excercises I can do that don't involve legs?
I bike often, and weight loss is my primary goal, but this year I vow to not ride on really tired legs, so I need something to get the HR up on the off days.

Skierg, I've seen people do that shit in wheelchairs so you could do it seated as well.
There was this hand-cranked exercise bike at my gym that I don't remember the name of. It was wack as fuck but should work.
Also, counterintuitively sled pulls or stair master don't actually fuck up your recovery that bad since they're medium-to-high intensity and no loaded eccentric.

you can do isolation excercises so legs are left out. It's not great but it's better than anything else I can think off

none. cardio is about burning calories.
Lower intensity biking

I do all kinds of biking, but sometimes those legs just need a rest.

If you have access to some kind if punching bag, just "box" I know boxing includes a lot of foot work, but for your purposes If you punch and makes some moves you can do pretty good cardio.
