Depends on how long you've been at it. Your main problem here is your bodyfat is comparatively too low compared to your muscle mass. Honestly, if you can maintain 12-15 that's a decent environment for buildig muscle at your stage and will praticularly help form out those arms in the meantime. Unfortunately, extremely cut arms without a lot of muscle, regardless of your body's appearance, will always provide an effeminate connotation with low bodyfat

Dude, I don't know what you should do, all I know is I get those hips when I don't work out for a long period. They are gone after a month of working out though.

This statement is fucked up desu.. When I was a teenager, I played 1-3 basketball games pr week, and had 5 practices (along with weights 4 times a week). I was 180cm 66kg, and had abs. People say it was because I was skinny, but my abs were being worked every day of the week and they could sustain a lot, so how does it not count? Because they didn't go through a layer of fit to prove its dominance?
You looked better berfore, becoming fat of developing a roid gut are your only options.

Try doing a bit of cardio, eating completely healthy and go nuts in the weight room. If it doesn't improve within a few months, then you can give up, but I think it will help. Running helps to shape one's body more naturally, when one is doing weights
Maybe try flexing your abs from the bottom instead of the top if that makes sense

The only way to remedy this is to get lats so wide that you can fly away. I used to have wide hips, guess I still do, but my back is wide enough that it's not noticeable

I've got similarly wide hips but I don't feel like I look as disproportionate, maybe it's because of the much higher bf%
