On a serious note, its hormonal balances/genetic. Most of us just have a higher proclivity to store fat in certain regions of our body. The best you can do is keep lowering body fat and reach full skelly or fill out the rest of your body by just getting big.

It just depends on where you're genetically predisposed to store fat. Look up some love handles / rape handles exercises I guess. Do more cardio. As for the ribs thing, my bf is really self conscious about his ribs and so he does a lot of chest exercises. Now his chest is godly and his ribs are barely noticeable

If you don't lift while you cut you'll lose any muscle definition you had and just look skinnyfat until you lose enough weight to go full on skeletor

There are people with extremely low body fat but still dosent have visible abs because the most of their bodyfat is at the abs area.

I'm not going to bother looking for examples but I have seen guys with low body fat but their ribs are too large to show abdominal definition. They will probably need to work a few extra years to get the muscles to a point where they sick out.
